Is there a specific rig that outmatches all others?

Boat or shore, rocks or beach, roving or static whats the rig that will out fish all the others? We all have our preferred rigs for our preferred fishing methods but what works the best? 2 hook flapper, pennell, pulley, clipped up, clipped down? This post isn't for specific species but which rig is the best general all round rig to use for catching any species.
